1. On a computer, log in as Administrator.
2. Launch "Registry Editor".
3. Navigate to "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System".

4. Create a new "DWORD (32-bit) Value" named "SafeModeBlockNonAdmins".
Right-click SafeModeBlockNonAdmins, and then click Modify.
